The taxi vehicle’s capacity includes adults, children, and infants. Children/infants are bodies, therefore, they must be counted as passengers.  A taxi operator may choose not to charge the tour fare for a child/infant, however, that is to the driver’s discretion.  In the event of an emergency or accident involving a taxi, actions would be taken for each occupant including a child/infant as well as the adult(s).  All taxi vehicles must have a seating capacity sign posted on the outside of their vehicle (by law).
